Unió de Pagesos creu que la nova certificació catalana de producció agrària sostenible està mancada de “legalitat”

Unió de Pagesos ha alertat aquest dimarts que el projecte de llei de la producció agrària sostenible té un problema de “denominació” i que el plantejament actual de la llei podria devaluar la producció agrària ecològica, a més de “confondre” el consumidor. El sindicat recorda també que el Departament d’Acció Climàtica, Alimentació i Agenda Rural només ha atès un percentatge molt baix de les sol·licituds per a inversions que mitiguin el canvi climàtic a les empreses agràries de la convocatòria del 2021, per això, considera “incoherent” l’anunci que va fer en el marc de la COP27 referent a l’acompanyament del productors agraris cap a la sostenibilitat.

Així, el sindicat remarca que el projecte de llei de la producció agrària sostenible que el té un problema de “denominació” amb la “legalitat” europea i, a més, confondria els consumidors respecte el conjunt dels productes agraris catalans. En aquest sentit, sosté que a partir del 2023, els productors agraris que accedeixin als ajuts directes de la Política Agrària Comuna (PAC) estan obligats a complir els Plans Estratègics estatals de la PAC, que inclouen objectius específics. “Totes les produccions que compleixin amb les exigències recollides assoliran ja la consideració de sostenibles. Per tant, totes les produccions agràries produïdes a Catalunya, acomplint el mandat de la PAC, seran sostenibles”, assenyala.

 

A més, Unió de Pagesos avisa també que una futura denominació de producció agrària “sostenible” pot devaluar la consideració de la Producció Agrària Ecològica, “sotmesa a una certificació amb uns estàndards molt elevats i específics de producció”. D’altra banda, denuncia que de les 2.000 sol·licituds presentades a la mesura d’inversions per mitigació del canvi climàtic en explotacions agràries – en el marc del Contracte Global d’Explotació del 2021 – el Departament només ha fet públic que n’ha resolt favorablement 429.

 

“Acció Climàtica només acabarà atenent al voltant d’un 25 % de les sol·licituds un any i mig després d’acabar el termini per accedir a aquests ajuts. Aquestes sol·licituds resoltes suposen 13,89 milions d’euros (MEUR), del total de 16,95 MEUR que el Departament destina per aquest fi, una dotació baixa, ja que només cobrirà unes 500 sol·licituds i en deixarà penjades 1.500”, lamenta. Un fet que, assegura, ha obligat a la pagesia que demanava ajuts per a inversions en autoconsum d’energies renovables (800 de les 2.000 sol·licituds) a anar a la línia d’ajuts de l’Institut Català d’Energia (ICAEN) i al sindicat “no li consta que n’hagi aprovat tampoc cap encara en aquesta altra línia d’ajuts”.
