Recuperació desigual a la Conca de Barberà, un any després de la riuada

A la Conca de Barberà, un any després de la riuada, la recuperació és força desigual. Mentre en alguns punts els danys pel desbordament del riu encara són ben visibles -com el pont Vell de Montblanc, amb baranes provisionals, o el pont de la Font Baixa de l’Espluga de Francolí, amb runa acumulada-, en altres zones l’aspecte ha canviat notòriament -les lleres estan més netes que mai. Estudis geològics que analitzen aquest fenomen el descriuen com una onada. Els veïns porten un any intentant-se refer de la nit del 22 d’octubre. Dels sis desapareguts, dos no s’han localitzat. Els ajuntaments encara esperen els ajuts promesos de l’Estat. Es vol passar pàgina d’una catàstrofe que va destrossar cases i negocis, però va fer aflorar la solidaritat.

A Montblanc i l’Espluga de Francolí preparen actes institucionals en record de la riuada. Seran actes sobris, al carrer, on va passar tot. “Un any després encara no tenim els ajuts promesos l’endemà de la inundació”, lamenta l’alcalde de Montblanc, Josep Andreu. El decret d’ajudes pel temporal es va aprovar fa dos mesos, però falta signar conveni i els ajuntaments continuen sense saber a què es podran acollir. Les pèrdues van ser milionàries. “El pont Vell no el tindrem arreglat fins passat el 2021, estarem dos anys veient les cicatrius de la riuada”, conclou.

A l’Espluga de Francolí també s’aprecia el rastre de la crescuda del cabal del riu al pont d’accés al poble, i que va ser un coll d’ampolla. “Això és zona inundable i estem decidint urbanísticament què hi podem fer; no podem tornar a cometre el mateix error de tenir edificacions”, apunta el regidor de Serveis Municipals, Xavier Rossell. Una de les idees per al parc fluvial és habilitar el que denominen el “camí blau”, una mena de passeig que discorrerà al costat del riu Francolí, entre l’Espluga i Montblanc, en direcció a Tarragona, on desemboca.

La crescuda sobtada del riu va afectar altres municipis de la comarca i va malmetre infraestructures comunes, com els sistemes de sanejament, que es van veure greument afectats. Segons el Consell Comarcal, l’ens gestor, els tres sistemes de sanejament de la Conca es troben totalment restaurats i tractant la totalitat de les aigües residuals a les depuradores, tant a Montblanc des del maig ,com a l’Espluga de Francolí i Vimbodí, des d’aquest mes de setembre. A dia d’avui es pot confirmar que no hi ha cap punt d’abocament al riu Francolí.

Rendé Masdéu: del vi de fang a una cava singular

 

A la Font Baixa de l’Espluga, la runa del celler i restaurant arrasats per l’aigua porta mesos amuntegada. Ningú l’ha retirat. Encara s’entreveu el que havia estat la sala d’embotellar de Rendé Masdéu. Un missatge en una paret mig derruïda informa que el celler ha reobert als afores. La propietària, Mariona Rendé, mostra orgullosa el nou espai habilitat al Simó de Palau, un restaurant que portava tres anys tancat. En el subsòl s’hi amaga una antiga cava medieval, un espai singular que en el seu origen era un molí fariner, propietat dels monjos de Poblet.

 

El restaurant també es troba a la vora del riu. El celler no volen allunyar-se dels seus orígens. De fet, en les noves dependències, que tripliquen l’espai que tenien dins del poble, l’episodi de la riuada hi serà molt present, amb projeccions i fotos de la recuperació de les ampolles s’han comercialitzat com a “vi de fang” i una vella tina destruïda amb aspecte de meteorit. “Ens fa molta il·lusió aquest nou projecte-museu, volem demostrar la superació”, afirma Rendé. “Aquestes noves instal·lacions estan molt bé, però allò era casa nostra”, diu emocionada.

Drac Actiu frena les obres

 

Mentre el celler Rendé Masdéu ja ultima els detalls per inaugurar el nou espai, un altre negoci que va quedar molt afectat per la riuada, Drac Actiu, dedicat als esports d’aventura, es veu obligat a aturar les obres de restauració del seu edifici per falta de recursos. L’assegurança només els cobreix una cinquena part del cost de la rehabilitació, pressupostada en uns 350.000 euros. “Hi hem invertit tot el que tenim, però ara no podem fer res més, amb el coronavirus hem patit una segona riuada”, reconeix Gonzalo Gil, responsable de l’empresa.

 

Drac Actiu va comprar una antiga fassina i va construir-hi la seva seu, inaugurada fa deu anys enrere. No descarta que al fons d’una gran bassa, arran l’edifici, hi romanguin colgats tots els seus equips. Al rocòdrom encara s’aprecia el nivell fins on va arribar l’aigua. Igual que el celler, ni poden ni volen oblidar la riuada. De fet, han incorporat una ruta pel riu en la seva oferta d’activitats esportives, tot i que ara la feina escasseja. Assegura que sense l’ajut del poble no se’n sortirien. “Un nen ens va donar tres euros, això per a nosaltres té molt valor”, recorda Gil.

 

La implicació ciutadana

 

Paradigma de generositat ha estat el moviment ciutadà ‘Riuada Solidària’, que ha organitzat múltiples activitats per recaptar fons per als damnificats. Hi ha particulars que encara tenen molta feina a fer. Un immoble arran del pont Vell de Montblanc continua apuntalat, inhabitable. En aquest punt els veïns volen reconstruir un mur exterior, arran de riu, en una lluita de tràmits feixuga i interminable. “Hem presentat tota la documentació i esperem resposta de les administracions, amb la inseguretat que hi entri qualsevol”, diu Mariette Cuña.

 

Les hortes del riu Francolí, arrasades per la riuada, també és un entorn que tampoc s’ha pogut recuperar. “Tres les hem pogut recuperar, però unes altres van quedar tan malmeses i els danys són tan grans que, si no tenim una ajuda directa, no aconseguirem que es refacin”, diu l’alcalde Pep Andreu. “Si ara patíssim una riuada com la de fa un any, l’afectació no tindria tanta magnitud, perquè la llera del riu ara està neta, però aleshores estaven molt brutes d’arbres i vegetació, i va haver-hi un efecte de morrena, a cada pont era un pantà“, explica.

 

Preparar-se per a futures riuades

 

Poc després de la catàstrofe, l’ACA va fer un estudi d’inundabilitat del Francolí. Diversos científics catalans també s’han interessat per la riuada, a fi d’evitar episodis futurs, i estan a punt d’arribar a importants conclusions. “Va ser una inundació molt violenta i focalitzada, més que una riuada va ser com una onada i podria haver-se originat per un pont trencat”, avança el geòleg montblanquí Jordi Pujadas. “Estem investigant per què va haver-hi danys en uns punts tan concrets i esperem tenir enllestit aquest estudi en unes setmanes”, afirma el geòleg.

 

El grup GAMA, del Departament de Física Aplicada de la Universitat de Barcelona, que porta gairebé quaranta anys estudiant inundacions, s’ha interessat en la riuada de la Conca, sobretot pel vessant humà. “Ens interessa reconstruir l’esdeveniment des d’una perspectiva holística”, exposa Maria del Carme Llasat, coordinadora del grup. L’estudi, en la recta final, analitza què va fallar i per què l’Espluga acumula una quinzena de casos d’inundacions des del 1994. “N’han tingut i en tornaran a tenir; es tracta de conviure-hi i que causin el mínim dany possible”, conclou.
