Lliurona és una anomalia. El poblet de pedra és l’únic que trenca la manta verda que envolta el Bassegoda. Malgrat que aquest nucli muntanyenc va quedar abandonat arran de la crisi del carbó de la dècada dels seixanta, des dels anys vuitanta que manté una població estable d’una cinquantena d’habitants, una irregularitat notable en una Catalunya que tendeix a l’èxode rural. Segons les dades de l’Organització de Cooperació i Desenvolupament Econòmic, el 86% del territori català té menys de 150 habitants per kilòmetre quadrat. De fet, malgrat que els pobles de menys de 500 habitants ocupen 33% del país, aquests només acullen 80.000 habitants i la majoria es troben assetjats per l’envelliment i l’estancament de la població. En aquest escenari, és possible revitalitzar la Catalunya rural? Podem replicar les anomalies?

Caminant per Lliurona és evident que es tracta d’un poble que ha escapat del seu destí. Totes les cases que l’associació de veïns no ha pogut comprar, jeuen a terra, ensorrades. La Carme i en Balta, dos dels primers repobladors, s’hi van establir poc després de la mort del dictador, amb l’objectiu d’esquivar la incertesa que planava sobre les ciutats. “Després de la mort de Franco, no sabíem qui era l’enemic. Per molta gent anar al camp era una manera d’evitar aquest desconcert”, explica la Carme. Tot i  aquesta situació d’excepcionalitat inicial, el poble ha aconseguit mantenir el nombre d’habitants al llarg del temps. Segons ambdós veïns, sempre hi ha més o menys una cinquantena d’habitants, una desena d’ells infants en edat escolar, i sempre hi ha cua per venir-hi a viure, malgrat que no hi ha aigua corrent, cobertura i electricitat.

“La clau ha estat l’escola, abans les famílies no es podien establir plenament”, diu en Balta. El centre que va començar com una iniciativa veïnal en una caravana i un tipi, és el principal actiu per mantenir la població. Sempre amb el nombre d’alumnes mínim per poder mantenir-lo obert, la petita escola ocupa des de fa 27 anys ubicacions provisionals, ara un petit barracó prefabricat. “És un gran atractiu perquè vinguin a viure famílies, l’escola no només és pública i petita, sinó que té un tarannà absolutament naturalista i lliure”, conclou en Balta.

Pobles buits, ciutats sobrepassades

Malgrat que no tenim dades exactes, a Catalunya hi ha centenars de nuclis de muntanya abandonats on la vegetació s’obre pas entre el que abans eren llars. El que sí que sabem és que entre 1950 i 1991, les zones rurals de l’estat espanyol han perdut més de 2,5 milions d’habitants. En canvi, les ciutats han experimentat un increment demogràfic espectacular i, pel 2030, s’espera que creixin en un 150% més. Una situació que per Carme Freixa, presidenta de l’Associació de Micropobles de Catalunya, no té sentit. “Si tradicionalment sempre hem viscut disseminats, per què no repoblem, en lloc de construir sense parar a les ciutats? Tenim molt territori que podria ser productiu del qual ningú s’encarrega. Ens està menjant el bosc”, diu.

Justament és això el que ha passat a Solanell, a l’Alt Urgell. El poble està abandonat des de mitjans dels setanta i quasi completament enderrocat. “Tenim immensament més recursos que fa un segle i estem deixant que pobles que han perdurat mil anys desapareguin, malgrat que són part de la nostra identitat. Hem de ser conscients que darrere cada pedra hi ha una història”, afirma Saül Garreta, arquitecte tarragoní que des de 2002 treballa per atraure-hi persones i inversions. De fet, sabem de l’existència de Solanell des de 839.

Buscant el futur

Des de principis de 2002, Garreta ha comprat bona part del poble i el 2012 va fundar la cooperativa Reviure Solanell amb la intenció de cedir els habitatges, en règim de cessió d’ús, als membres que ho desitgessin. Amb tot, i per molt que hi ha diverses cases reconstruïdes, avui només hi habita permanentment una persona. “En cert moment s’hi van arribar a instal·lar cinc, però no se’n sortien. No hi ha activitat econòmica: cal que la gent que vingui a viure porti projectes i tingui recursos econòmics. No es suficient amb la idea romàntica de viure al camp i recuperar un poble”, afirma.

Tampoc a Lliurona s’ha aconseguit cobrir aquest vessant, ja que la majoria de veïns no tenen feina al poble, sinó que han de marxar-ne per treballar. “La majoria no ens dediquem al sector primari i aquí hi ha poques possibilitats de muntar un negoci. Per exemple, jo durant una època treballava els caps de setmana a un restaurant i mirava de fer totes les hores possibles. N’hi ha que marxen a fer de temporers i tornen amb diners per uns mesos. D’altres es dediquen a l’artesania i la venen a fires… De combinacions n’hi ha mil, però quasi tothom guanya els jornals a “baix””, explica la Carme, “és un gran sacrifici, però fixa-t’hi, vivim al Paradís”.

“Som un poble sense futur: per més que hi vinguin a viure famílies sempre serà per un període màxim de 12 anys. Un cop els nens han de començar l’institut, tots se n’han d’anar, encara que tinguin germans més petits: els camins són prohibitius, i els pares no es poden permetre fer l’anada i la tornada quatre cops al dia”, explica en Balta. “Tenim infants i gent gran, però ens falta el graó del mig, les persones que poden emprendre negocis. Tenim un equilibri sigui molt fràgil, si “baixen” massa famílies de cop l’escola haurà de tancar i ja no en vindran més”, afegeix la Carme.

Alhora, però, la dinamització econòmica podria posar en risc el seu estil de vida. “Si s’obre una casa rural ens arreglaran els camins, però començaria a arribar gent sense i es perdria l’essència de Lliurona”, conclou la Carme. Ara com ara, la principal preocupació dels veïns és aconseguir una escola de pedra i que els alumnes puguin allargar l’escolarització, impartint al poble els dos primers anys de la ESO.

Autonomia i recursos per salvar les zones rurals

Freixas demana més autonomia perquè les zones rurals puguin decidir quins són els serveis que necessiten i solucionar les seves pròpies problemàtiques. “El cas de cada poble és diferent, per si ens fan el vestit de manera centralitzada la cosa ni funcionarà”, explica. Hi coincideix Garreta, qui afirma que “Solanell és un lloc com qualsevol altre: el territori es despobla perquè no hi ha serveis ni oportunitats i per molt que tinguis un projecte sense ànim de lucre, com el meu, reps molt poca ajuda. Ens ho ham hagut de fer tot nosaltres, és esgotador”.
