LC Paper de Besalú acudeix al Síndic per “desbloquejar” la construcció d’un parc fotovoltaic d’autoconsum industrial

L’empresa LC Paper de Besalú (Garrotxa) ha decidit acudir al Síndic de Greuges per “desbloquejar” el projecte per construir un parc fotovoltaic d’autoconsum industrial en un terreny abandonat adjacent al centre productiu que tenen entre Besalú i Beuda. L’empresa denúncia “entrebancs administratius” per part de la Ponència d’Energies Renovables de la Generalitat i demana mediació al defensor. La tramitació del projecte va començar fa cinc anys però no va prosperar per les limitacions de l’antic marc normatiu. Amb l’entrada en vigor de la nova legislació, van decidir tornar a presentar però la Ponència d’Energies Renovables el va tornar a rebutjar.
Segons l’empresa, la Conselleria d’Agricultura va al.legar que calia presentar un estudi d’emplaçaments alternatius, “tot i que l’emplaçament previst compleix amb els requisits formals d’acord amb la legislació vigent i no existeix oposició territorial ni conflictivitat urbanística”.

Des de LC Paper asseguren que fa quatre mesos van presentar l’estudi d’ubicacions alternatives, “entrant així en un escenari on hi ha terminis regulats i sense disposar d’una data estimada de resolució”. Transcorreguts aquests mesos, l’empresa va decidir posar-se en contracte per escrit amb la Ponència d’Energies Renovables davant dels “reiterats retards administratius i la manca de terminis de resposta regulats”, sense obtenir resposta.

Ara, l’empresa ha decidit fer un pas més enllà “davant de l’opacitat de la Ponència” i els “entrebancs burocràtics” i ha demanat la mediació del Síndic per intentar “desbloquejar el projecte”.

LC Paper es va fundar l’any 1881 i produeix anualment 50.000 tones de paper, més de les meitat de les quals s’exporten a 40 països de quatre continents. Sota la marca comercial Dalia, distribueix productes derivats del paper tisú amb ‘packaging’ alternatiu al plàstic, orientats als canals de gran consum.
