La Generalitat podrà gestionar el canal Segarra-Garrigues a partir de l’octubre del 2023

Segons Acuaes, això permetrà aplicar unes tarifes d'acord amb l'esquema de finançament i recuperació de la inversió previst en la vigent i recuperar el dèficit de finançament que té l'actuació.

El consell d’administració de la societat estatal Acuaes, del Ministeri per a la Transició i el Repte Demogràfic, ha autoritzat la signatura d’una addenda al conveni subscrit el 2006 amb l’aleshores Departament d’Agricultura, Ramaderia i Pesca per executar i explotar el canal Segarra-Garrigues. L’addenda permetrà regularitzar la xifra d’inversió i l’esquema de finançament del projecte, i modificar el règim d’explotació i de tarifes aplicable, segons ha informat Acuaes. A la vegada, preveu que les tasques materials relatives a l’explotació de la infraestructura hidràulica (operació, reparació, manteniment i reposició d’elements afectats, entre altres) puguin ser executades i sufragades per la Generalitat a partir de l’1 d’octubre del 2023.

Per una banda, l’addenda al conveni, subscrit l’any 2006 entre la societat estatal i la Generalitat, té per objecte, regularitzar la xifra d’inversió i les fonts de finançament finalment aplicades al Segarra-Garrigues i, de l’altra, modificar el règim d’explotació i, en conseqüència, les tarifes aplicables durant la vigència del conveni.

Segons Acuaes, això permetrà aplicar unes tarifes d’acord amb l’esquema de finançament i recuperació de la inversió previst en la vigent encomana gestió d’Acuaes i recuperar el dèficit de finançament que té l’actuació, així com ordenar la facturació i els pagaments realitzats fins a dia d’avui.

A la vegada, aquesta addenda preveu que les tasques materials relatives a l’explotació de la infraestructura hidràulica puguin ser executades i finançades per la Generalitat a partir de l’1 d’octubre del 2023. En aquest sentit, l’administració estatal podrà lliurar la titularitat d’aquesta infraestructura a la Generalitat, una vegada recuperada la totalitat de la inversió i previ acord entre les dues administracions, en els termes que legalment procedeixin i després de la tramitació del preceptiu procediment, assenyalen des d’Acuaes.

El canal Segarra-Garrigues, de 82,4 quilòmetres de longitud, es troba totalment operatiu des de finals de l’any 2015. Actualment, es troben adherides al sistema de reg més de 15.700 hectàrees, de les quals en reguen unes 11.650. La inversió total executada per Acuaes suma 450 milions d’euros. La societat estatal ha assumit la construcció del canal principal, així com de la presa del pantà de l’Albagès, a més de la connexió del canal a l’embassament de Rialb. La xarxa secundària i terciària, per portar l’aigua fins a les finques, ja va a càrrec de la Generalitat, a través de la concessió a l’empresa Aigües del Segarra-Garrigues (ASG).
