La Generalitat engega una prova pilot amb ajudes per a la rehabilitació d’habitatges en desús a les zones rurals

La Generalitat posarà en marxa a partir del gener una prova pilot per ajudar a repoblar les zones rurals de Catalunya amb ajudes per a la rehabilitació d’habitatges en desús. Per a aquesta primera fase, s’escolliran vint municipis de tot el territori -almenys un per vegueria- i a partir de l’estiu hi podran optar fins a 372 localitats. Els requisits per optar a aquestes ajudes són que els municipis acreditin una demanda d’habitatge, ja sigui d’habitants del poble o de fora que s’hi vulguin traslladar, i que hi hagi construccions per rehabilitar. També serà indispensable que el seu ús estigui destinat a primera residència i que aquests municipis tinguin menys de 500 habitants o menys de 3.000 amb deu o més nuclis de població.

La convocatòria anirà adreçada posteriorment a 372 municipis que compleixen aquestes condicions. Serà a partir de l’estiu i després d’avaluar els resultats de la prova pilot i veure si cal modificar la Llei del dret a l’habitatge es farà la primera convocatòria del Programa de promoció de l’habitatge en el món rural.

En total, aquests municipis suposen el 39% del total a Catalunya i actualment hi resideixen 138.112 habitants, només un 1,8% del total però que ocupen el 43% de la superfície del país. Són zones que s’ha anat despoblant per l’envelliment de la població, les dificultats de la comunicació o les poques ofertes de feina, entre d’altres, però que després del confinament poden haver despertat l’interès de famílies que volen deixar la ciutat.

 

En un principi, es destinaran dos milions d’euros i els primers projectes es triaran el proper 31 de gener. Des de la Generalitat, es vol fer un acompanyament per als ajuntaments amb una capacitat econòmica menor o de gestió més limitada. La convocatòria inicial permetrà actuar sobre uns 25 o 30 habitatges i s’estudiarà la particularitat de cada cas.

 

Per a l’arrendament dels habitatges, es poden aplicar diferents fórmules, des de la rehabilitació a canvi de l’ús durant uns anys, la masoveria rural, el dret de superfície –fer ús d’una propietat aliena durant un temps acordat- o una copropietat temporal, adreçat a persones que no compleixen els requisits per accedir a un habitatge de protecció oficial però no poden pagar els preus de lloguer en el mercat lliure. Només en casos molt puntuals, en aplicació de la Llei del dret a l’habitatge, es preveu una expropiació. Concretament, serà quan els seus propietaris no el vulguin posar a disposició i al mateix temps també es neguin a tenir-lo rehabilitat i en condicions.

 

Una de les condicions indispensables és que l’habitatge sigui utilitzat com a primera residència. Així constarà per contracte per evitar que al cap de poc la persona o família que l’ha ocupat el deixi per tornar a la ciutat i el destini, per exemple, a segona residència.

 

“Efectes multiplicadors” en l’economia i l’educació de les zones rurals

 

Per la Generalitat, la iniciativa dona incentius als propietaris d’habitatges buits i també ha de servir per atraure nova població que amb la pandèmia s’estigui replantejant canviar el lloc de residència. Es tracta d’una tendència que ja s’ha observat en diversos municipis, que han vist com el seu padró ha augmentat des del maig, i es busca que també tingui un “efecte multiplicador”, ja sigui en el sector de la construcció amb les tasques de rehabilitació, en el comerç o en el manteniment de les escoles rurals i consultoris locals. D’altra banda, si hi ha habitatges procedents d’actius d’entitats bancàries es prioritzaran.

 

La Generalitat té identificats actualment 12.496 habitatges en municipis rurals de Catalunya, dels quals la majoria es troben a les comarques de Girona (2.839), seguit de l’Alt Pirineu i Aran (2.745) i Ponent (2.333). Al Camp de Tarragona, n’hi ha 1.762, al Penedès 1.189, les Comarques Centrals 1.115, a les Terres de l’Ebre 410 i a l’àmbit metropolità de Barcelona 103.
