La FCAC reclama una partida dels pressupostos 2023 que doni suport al sector agroalimentari

És prioritari que els nous pressupostos puguin dotar suficientment el Programa de Millora de Competitivitat de les cooperatives per tal d'impulsar i consolidar projectes transformadors en el sector cooperatiu.

La Federació de Cooperatives Agràries de Catalunya (FCAC) reclama que els pressupostos de la Generalitat del 2023 contemplin un increment suficient per donar suport al sector agroalimentari i pal·liar els efectes de la crisi, per tal de contribuir a relaxar l’escalada de preus de l’alimentació.

Ramon Sarroca, president de la FCAC, argumenta que “el sector agroalimentari és estratègic per a la nostra societat. Les dificultats de proveïment i l’encariment de costos a causa de la guerra d’Ucraïna, així com les incidències sobre els conreus derivades del canvi climàtic, castiguen les cooperatives agràries i res fa preveure que ens els pròxims mesos la situació es revertirà”.

En aquest context, la FCAC considera que és prioritari que els nous pressupostos puguin dotar suficientment el Programa de Millora de Competitivitat de les cooperatives per tal d’impulsar i consolidar projectes transformadors en el sector cooperatiu. També cal garantir el cofinançament de la política de desenvolupament rural, en el marc de la nova PAC, i la dotació per a les operacions que es finançaran amb fons 100% de la Generalitat de Catalunya.

D’altra banda, és necessari donar continuïtat a la millora de les infraestructures i a la millora i implantació de nous regadius, com el Xerta-Sénia, per fer front al canvi climàtic. També impulsar la producció agrària sostenible al camp català, reforçar a nivell pressupostari el sistema d’assegurances agràries i mantenir el suport a les empreses afectades per les gelades d’abril de 2022.

Finalment, la FCAC reivindica la necessitat d’incrementar el pressupost agroalimentari de l’actual Departament d’Acció Climàtica, Alimentació i Agenda Rural i guanyar pes en el conjunt del Govern, tradicionalment amb poca representativitat, malgrat el valor estratègic de la indústria agroalimentària i els reptes a què ha de fer front. Seria necessari, com a mínim, recuperar en termes absoluts les xifres prèvies a la crisi financera si s’han de complir els objectius d’impulsar l’economia productiva i la modernització d’infraestructures, reduir les desigualtats territorials i evitar l’abandonament. En aquest sentit, fa 10 anys el pes de l’administració agroalimentària en el conjunt dels pressupostos de la Generalitat -d’uns 500 M€ sense tenir en compte les despeses financeres ni els fons europeus- superava el 2% del total de departaments.
