ICL Iberia ja pot construir un macroparc de plaques fotovoltaiques al Cogulló de Sallent

La modificació definitiva del PDU també permetrà que l'empresa pugui crear un nou runam salí a Súria.

La Comissió d’Urbanisme de la Catalunya Central ha aprovat definitivament la modificació del Pla Director de la Mineria del Bages. Aquest pas suposa que l’empresa minera ICL Iberia podrà tirar endavant la creació d’un macroparc de plaques fotovoltaiques al vessant sud del runam del Cogulló de Sallent. Es tracta d’una instal·lació de 12,5 hectàrees i una capacitat de producció contínua de 30 megawatts. D’altra banda, la modificació del PDU també implica que l’empresa podrà crear un nou runam salí a Súria. El nou abocador serà una extensió del dipòsit del Fusteret, que es preveu que quedi saturat entre el primer i el segon quadrimestre del 2023.

D’una banda, la modificació del PDU permet que ICL pugui instal·lar un macrocamp solar al Cogulló. En concret, el projecte preveu la creació de set parcs solars a la cara sud del runam. Urbanisme justifica aquesta decisió pel context d’emergència climàtica i de transició energètica, i ho considera “raonable abans de posar en joc altres peces de sòl destinades a usos rústics”. Tot i això, el futur del parc queda condicional al fet que ICL doni continuïtat a la restauració del runam: “la instal·lació només serà possible sempre que no es comprometi ni retardi el pla de restauració vigent”. Aquest pla preveu la retirada total del runam del Cogulló en un termini de 50 anys.

De l’altra, també s’ha ratificat que el dipòsit del Fusteret -l’únic que encara es manté actiu-, pugui créixer més enllà del que fins ara té permès. És a dir, podrà ampliar la seva capacitat tant en alçada com també en superfície. En concret, es limita la sal que s’hi podrà abocar a 10 milions de tones.

D’aquesta manera, el Govern dona resposta a la demanda d’ICL per resoldre la manca temporal d’un espai on seguir abocant, ja que el que hi ha disponible en aquest abocador està previst que quedi saturat entre el primer i el segon quadrimestre del 2023.

El pla també recull l’obligatorietat de la impermeabilització de la base i de l’àrea en contacte amb el Fusteret vell per qüestions ambientals, així com la garantia d’estabilitat dels abocadors. A més de les condicions paisatgístiques, la modificació del PDU estableix que s’haurà de retirar el material dipositat un cop finalitzades aquestes necessitats extraordinàries.
