Entendre el problema, cercar solucions

Catalunya no és una excepció, l’abandonament progressiu del món rural ha propiciat una pèrdua significativa de població que ha tingut i té conseqüències socials i ambientals importants pel país. Segons l’observatori del món rural del 2018, les dades de dinamisme socioeconòmic mostren que les zones urbanes són més dinàmiques que les rurals, i que aquestes últimes continuen presentant més sobre envelliment que les urbanes. Les famílies de les zones rurals tenen una renda familiar inferior i aquesta diferència s’eixampla de forma important. Tot això sumat a la manca d’alguns serveis, com el transport públic o de telecomunicacions en el món rural incrementa les diferències i la tendència al despoblament rural.

A nivell ambiental, aquest despoblament ha anat acompanyat d’un abandonament progressiu de l’activitat agrària –agrícola, ramadera i forestal–,  que en les últimes dècades ha generat una veritable transformació en l’estructura agrària del país. Els camps de conreu i les pastures han anat reduint-se per l’abandonament, s’ha perdut el paisatge en mosaic, fet que ha comportat una considerable pèrdua de biodiversitat –un 20% en els últims 20 anys–. Actualment més d’un 60% de la superfície de Catalunya és ocupada per masses forestals i matollars.

Estudis recents mostren que a casa nostra hi ha una relació estreta entre els grans incendis forestals i l’abandonament de les activitats agràries, que dona pas a un continu de bosc, amb diferents tipologies però, que en general, configura boscos poc productius i molt extensos i sense cap o molt poques zones lliures o zones de pastura, que facin la funció de tallafoc. Aquest panorama  a més d’incrementar el risc d’incendis, facilita la proliferació de malalties i plagues i resta resiliència enfront el context de canvi climàtic global.

Una de les principals causes de l’abandonament del món rural és la dificultat d’aquest per esdevenir un territori econòmicament viable. Aquest problema ha causat que a Catalunya les activitats econòmiques i socials de bona part d’aquest àmbit hagin anat desapareixent aprofundint en el desequilibri territorial, d’aquí la necessitat de cercar i potenciar alternatives que fomentin decididament aquelles activitats que posin en valor el territori agroforestal, que permetin recuperar o fomentar noves activitats econòmiques lligades a l’agricultura, a la ramaderia i al bosc, i també als serveis vinculats al món rural, de manera que la major part d’aquest 60% del territori sigui econòmicament viable per si mateix.

Cal tenir en compte que aquesta dinàmica  descrita es constata no només a casa nostra, sinó que en bona part dels països europeus tal i com mostra el darrer estudi dut a terme pel Servei d’Investigacions Parlamentàries Europees (EPRS) , en que, per una banda es manifesta la pèrdua dels elements que fan possible que els sistemes agroalimentaris locals funcionin, i per una altra, proposa la recuperació, renovació i creació de noves eines que fomentin els models de proximitat i el reequilibri socioeconòmic dels territoris. 

Fomentar l’economia verda i circular de les zones rurals, generar oportunitats, ocupació, i fixar talent i població al territori, són alguns dels principals reptes per avançar en l’equilibri territorial i la sostenibilitat de l’espai agrari a Catalunya i Europa.

D’altra banda, la Comissió Europea fa palesa la necessitat de posar en valor els territoris i l’activitat professional agrària, així com de reconèixer la riquesa i diversitat dels territoris rurals. Assenyalen que és fonamental que la societat en el seu conjunt sigui conscient de les funcions i serveis ambientals i culturals que l’espai agrari ens ofereix. En definitiva, apunta a la necessitat d’establir una relació equilibrada camp-ciutat, entenent que són dos mons interdependents que han de cercar complicitats i aliances, en el marc d’una concepció sistèmica i metabòlica del territori.

En aquest sentit, l’aliment pot jugar un paper clau. Mica a mica la societat va recuperant la consciència dels valors de consumir productes i serveis de proximitat i reconeix que, més enllà de l’alimentació saludable, el consum d’aquest productes contribueix a enfortir l’economia  local, a mantenir el territori i a una economia molt més respectuosa amb les persones i l’entorn. Aquest fet propicia que petits productors optin pel comerç de proximitat i la venda directa, donant valor afegit als seus productes i elaboracions.

“Benvinguts al Món Rural” vol ser un mitjà innovador que vol posar en valor el nostre territori, la seva gent, les seves petites i mitjanes empreses i l’esforç dels actors i agents del territori que treballen per fer-ho possible. Avui els mitjans de comunicació tenen moltes altres prioritats i difícilment posen el focus en les problemàtiques i oportunitats que representa l’agroterritori català  i la seva gent. Volem positivar tots aquests valors que ens permeten viure en una major qualitat de vida en tots els sentits.

El Món Rural comptarà amb un consell editorial format per persones expertes i coneixedores d’aquest món, que es reunirà com a mínim cada tres mesos per posar en valor el funcionament del mitjà i aportar les millores que es creguin necessàries.
