Catalunya arribarà al 30% d’espais naturals terrestres i marins protegits al 2030

Catalunya disposa de prop del 32% d’espais naturals terrestres protegits. Així n’ha deixat constància la secretària d’Acció Climàtica, Anna Barnadas, durant la Cimera de governs locals i regionals, que té lloc en el marc de la Conferència de l’ONU sobre biodiversitat COP15, a Montreal. La cimera, la setena que es celebra, recull l’objectiu d’assolir el 2030 la protecció del 30% d’ecosistemes terrestres i marins del planeta. “Des de Catalunya partim amb avantatge en aquest sentit, tot i que en l’àmbit marí encara ens queda camí per recórrer, no obstant som conscients que cal fer un pas endavant i, per això, ens sumem i fem també nostre aquest objectiu”, ha dit Barnadas.

La declaració que s’ha d’aprovar durant la Cimera de governs locals i regionals vol reforçar el seu paper en les polítiques mundials a favor de la biodiversitat i mostrar el seu compromís en la implementació dels objectius del Marc Global de Biodiversitat post 2020 que s’ha d’aprovar durant la COP15.

Actualment, a Catalunya el 31,97% de la superfície, és a dir, poc més d’un milió d’hectàrees, forma part del Sistema d’espais naturals protegits. Pràcticament tota aquesta superfície està inclosa dins la xarxa Natura 2000, que en part dels casos també se solapa amb espais de protecció especial com ara els Parcs Naturals, paratges naturals d’interès nacional o les reserves naturals que hi ha al territori. Aquests espais de protecció especial, suposen gairebé el 10% de la superfície de Catalunya. Tot plegat, unes xifres superiors a la mitjana de l’Estat espanyol (on el 27% de la superfície terrestre està inclosa dins de la xarxa Natura 2000) o la mitjana de la Unió Europea (18% de la superfície terrestre). Només uns pocs països europeus presenten xifres més elevades, com ara Eslovènia on el 38% està inclosa a la xarxa Natura 2000, Croàcia (37%) o Bulgària (35%). “No obstant, no ens hem de conformar amb aquesta xifra, perquè és evident que igual que en d’altres parts del món, la pèrdua de biodiversitat en els darrers anys és constatable. Per això creiem que més enllà d’incrementar l’espai a protegir hem d’avançar en la gestió per frenar aquesta pèrdua de biodiversitat”, ha afirmat la secretària d’Acció Climàtica.

En aquest sentit, Barnadas ha anunciat que a partir de l’any que ve, es començarà a treballar en la posada en marxa d’un nou model de gestió que ha de contribuir a implementar fórmules més flexibles i adaptades a la natura. Es tracta de l’anomenada gestió adaptativa que aposta per una avaluació continua i específica de les accions i programes que s’implanten en els espais naturals protegits per tal de millorar-ne l’eficàcia. L’objectiu és establir un sistema de seguiment que proporcioni periòdicament informació sobre l’estat de conservació dels valors naturals a preservar. En base als resultats obtinguts caldrà modificar, actualitzar la planificació i la gestió de l’espai natural per poder millorar els resultats. “Volem implementar una conservació dinàmica, capaç d’adaptar-se als canvis globals i locals que ja s’estan produint, seguint l’exemple de països com Suècia o Canadà”, ha destacat Barnadas.

L’any que ve, en una primera fase, es començarà a dissenyar un marc comú de treball i, posteriorment, s’anirà implementant en els parcs naturals que gestiona la Generalitat.

La secretària d’Acció Climàtica, s’ha mostrat convençuda que “aquestes accions juntament amb d’altres com el desplegament efectiu de l’Estratègia del patrimoni natural i la biodiversitat de Catalunya o la futura Llei de la Natura ens ajudaran a avançar en la conservació de la biodiversitat”.
