Acció Climàtica subvencionarà els treballs de recerca per adaptar 44 ports i 32 passejos marítims als impactes del canvi climàtic

L'import dels treballs és de 45.600 euros en el cas del CIIRC i de 363.000 euros en el cas de la UPC, que constitueix un import total de 408.600 euros per a les anualitats 2022 i 2023, el qual provindrà del Fons Climàtic.

El Consell Executiu ha autoritzat el Departament d’Acció Climàtica, Alimentació i Agenda Rural a concedir una subvenció directa al Centre Internacional d’Investigació dels Recursos Costaners (CIIRC) i a la Universitat Politècnica de Catalunya (UPC) per dur a terme el projecte Treballs per a l’adaptació als impactes del canvi climàtic dels 44 ports adscrits a la Generalitat de Catalunya i de 32 passejos marítims. L’import dels treballs és de 45.600 euros en el cas del CIIRC i de 363.000 euros en el cas de la UPC, que constitueix un import total de 408.600 euros per a les anualitats 2022 i 2023, el qual provindrà del Fons Climàtic. Aquest Fons es nodreix amb el 50% dels ingressos obtinguts amb l’impost sobre les emissions de CO2 dels vehicles de tracció mecànica i el 20% de la recaptació de l’impost sobre les instal·lacions que incideixen en el medi ambient.

El Fons Climàtic és un fons de caràcter públic creat per la Llei 16/2017, d’1 d’agost, del canvi climàtic, com a instrument per executar polítiques i accions de mitigació i adaptació. La Comissió Interdepartamental del Canvi Climàtic estableix les prioritats d’actuació i el repartiment corresponent atenent les disponibilitats econòmiques del Fons, la planificació sectorial i l’anàlisi cost-eficiència. Aquesta Comissió ha acordat que els àmbits en els quals cal focalitzar les prioritats d’inversió són els de recerca, empresa, ens locals, participació i projectes singulars. A partir d’aquests àmbits establerts com a prioritaris, i tenint en compte que l’estimació de recaptació és d’uns 50 milions d’euros anuals, han estat seleccionats un total de 36 projectes per al període 2021-2027, 11 dels quals vinculats a l’àmbit de la recerca i la innovació, entre els quals aquest, dedicat a l’adaptació de ports i passejos al canvi climàtic.

 

El Projecte consisteix a analitzar els potencials efectes del canvi climàtic sobre tots els ports de gestió directa o indirecta de la Generalitat de Catalunya i els impactes del canvi climàtic en la funcionalitat i estabilitat d’un grup representatiu de 32 passejos marítims de la costa catalana. Els treballs han de permetre encarar amb garanties els diversos escenaris de futur relacionats amb el canvi climàtic, un fenomen que es manifesta a les zones costaneres, sobretot amb la pujada del nivell del mar i amb els canvis potencials en el clima d’onatge. Entre els impactes que provoca, destaca l’increment, en freqüència i intensitat, dels fenòmens extrems, entre els quals hi ha els aiguats i les grans tempestes, com ara el temporal Glòria o de Santa Agnès, del 2020, que va ocasionar costos de reparació de més de 500 milions d’euros per a les diverses administracions públiques. Així doncs, l’estudi dels potencials impactes del canvi climàtic en l’estabilitat i l’ultrapassament de ports i passejos permetrà dissenyar mesures d’adaptació adequades i reduir-ne la vulnerabilitat.

 

Els treballs que ara es duran a terme són la continuació d’uns primers que es van realitzar en el marc del Pla PIMA Adapta Costes, finançat pel Ministeri per a la Transició Ecològica i el Repte Demogràfic. En aquell cas, la dotació pressupostària destinada a Catalunya només va permetre al CIIRC realitzar una avaluació inicial de la vulnerabilitat de 10 dels 44 ports catalans i de 15 passejos marítims representatius. Ara, gràcies al Fons Climàtic, els estudis es podran completar per a tot el litoral català.
