Acció climàtica abonarà el segon pagament dels ajuts directes dissociats de la Política Agrària Comuna

El percentatge màxim que s'ha pagat és el 100% en el règim de petits agricultors i el 95% als altres tres règims dels imports finals assignats.

Avui dijous 22 de desembre, el Departament d’Acció Climàtica, Alimentació i Agenda Rural abonarà el segon pagament per un import de 71.142.788 euros a 37.548 agricultors i ramaders en concepte dels ajuts directes dissociats de la Política Agrària Comuna (PAC) 2022, que inclouen l’ajut de pagament bàsic, el pagament per pràctiques agrícoles beneficioses per al medi ambient (altrament dit pagament verd), el complement de joves i l’ajut del règim de petits agricultors.

El percentatge màxim que s’ha pagat és el 100% en el règim de petits agricultors i el 95% als altres tres règims dels imports finals assignats. El 5% restant es pagarà durant el primer semestre de 2023.

Amb les mesures de simplificació dels controls de camp de les sol·licituds i l’esforç i la feina feta per les Entitats Col·laboradores i tot el personal del Departament d’Acció Climàtica (Oficines Comarcals, Serveis Territorials i Serveis Centrals), s’ha aconseguit pagar els ajuts directes dissociats a més del 99,9% de les sol·licituds presentades durant aquesta campanya 2022.

El pagament dels ajuts directes de la PAC fa que agricultors i ramaders puguin fer front amb millors condicions a les pertorbacions econòmiques derivades del conflicte d’Ucraïna.

Els ajuts directes són els principals ajuts de la PAC gestionats pel Departament d’Acció Climàtica pel que fa a volum econòmic i a beneficiaris finals, i representen més del 70% dels fons que la Unió Europea dedica al món rural gestionats a Catalunya.

Tots els beneficiaris tindran a disposició les dades del pagament a partir del 22 de desembre de 2022 a l’aplicació DUNweb i la resolució del pagament a partir del 30 de desembre de 2022.

El pagament dels ajuts, tal com estableix el reglament comunitari, es fa després de fer els controls administratius i sobre el terreny establerts a les sol·licituds presentades.

Els ajuts directes formen part de l’anomenat primer pilar dels ajuts de la Política Agrària Comuna, estan finançats al 100% pel Fons Europeu Agrícola de Garantia (FEAGA) i el seu pressupost anual disponible a l’Estat espanyol és de més de 4.000 M€, dels quals a Catalunya es gestionen aproximadament 260 M€.

La PAC té per objectiu millorar el nivell de vida als 22 milions d’agricultors i treballadors agrícoles europeus, i assolir un proveïment d’aliments estable, variat i segur als 500 milions de ciutadans d’Europa.

Dins de la PAC, els ajuts de pagament directe es destinen a estabilitzar la renda agrària per reforçar la competitivitat i la sostenibilitat de l’agricultura europea, objectiu de la política comuna dels 27 països de la UE.

El pressupost de la PAC per al període 2014-2022 preveu un total de 408.310 MEUR en fons de la UE, dels quals 308.730 MEUR es destinen a pagaments directes i mesures de mercat (l’anomenat primer pilar) i 99.580 MEUR, al desenvolupament rural (l’anomenat segon pilar).
