Jordà destaca que el model de Zones de Baixes Emissions afavoreix a la salut, millorant la qualitat de l’aire

Aquest dilluns s’ha constituït a Barcelona la Taula de la Qualitat de l’Aire de Catalunya, un organisme creat fa deu dies a través de l’Acord per a la millora de la qualitat de l’aire a Catalunya, subscrit pel Govern, alcaldes i alcaldesses de municipis de més de 20.000 habitants, les diputacions, entitats municipalistes, gestors d’infraestructures i els principals agents socials i econòmics del país. La consellera d’Acció Climàtica, Alimentació i Agenda Rural, Teresa Jordà i Roura, ha presidit aquesta primera reunió, que ha finalitzat amb la “Declaració en defensa del dret a la salut i a una transició justa”, consensuada per tots els assistents.

La consellera ha volgut destacar que “quan parlem de qualitat de l’aire, parlem de fer les nostres viles i ciutats més habitables, però sobretot parlem de dret a la salut”. La titular d’Acció Climàtica, Alimentació i Agenda Rural ha posat en valor “el model global de les Zones de Baixes Emissions, com una eina per a la millora de la qualitat de l’aire” i ha refermat la necessitat de seguir “impulsant aquest model, incorporant totes les garanties jurídiques que faci falta”. En aquest sentit, Jordà ha reiterat que cal garantir “no deixar ningú enrere, en una transició que ha de ser necessàriament justa, inclusiva i equitativa”.

Declaració en defensa del dret a la salut i a una transició justa

Primer.- Millorar la qualitat de l’aire constitueix un pilar fonamental en l’agenda de totes les administracions públiques, comptant amb la implicació dels agents econòmics i socials. Cal reconèixer i -sobretot- garantir, el dret a l’aire net, tant per protegir la salut de les persones com el medi ambient. Per això reiterem la nostra voluntat de situar els llindars establerts per les Directrius de l’OMS el setembre del 2021 com l’objectiu desitjable més enllà dels límits establerts per la Unió Europea.

 

Segon.- La voluntat dels Governs Locals, manifestada a través de diferents fòrums i declaracions, com per exemple l’Acord per la Qualitat de l’Aire que vam fer públic el passat 18 de març, és treballar per millorar la qualitat de l’aire del la seva ciutadania amb totes les eines al seu abast, i per tant, rebutgem qualsevol ingerència que suposi retallar la nostra voluntat política de protegir la salut de les persones.

 

Tercer.- El conjunt de les administracions i la resta dels agents econòmics I socials seguim treballant per a fer possible un dret a la mobilitat sostenible, segura i saludable, això passa per una millora de la xarxa del transport públic en el seu conjunt i també per un seguit de mesures que facilitin un canvi modal de la mobilitat.

 

Quart.- Les Zones de Baixes Emissions, enteses com una eina per a la millora de la Qualitat de l’Aire han estat avalada per la seva aplicació en més de dues-centes ciutats d’Europa, i el TJUE en el procediment obert actualment l’entén com una bona eina, per això ens comprometem a seguir aplicant aquest model, amb totes les garanties jurídiques.

 

Cinquè.- A totes aquestes sinergies cal sumar la necessitat de garantir mecanismes perquè la transició cap a economies i societats ambientalment sostenibles sigui justa, inclusiva i equitativa, sense deixar a ningú enrere.

 

Per això, és necessari seguir actuant decididament per la millora de la qualitat de l’aire que respirem a Catalunya.
