El Ripollés solicita poder donar ajuts per a la mobilitat dels estudiants universitaris

El Consell Comarcal del Ripollès considera que l’atorgament d’ajuts és una bona solució per garantir l’equilibri territorial i la igualtat d’oportunitats, i fa que viure lluny dels centres universitaris no sigui un impediment perquè els habitants del Pirineu es formin. Amb tot, la regulació d’aquestes beques gestionades per l’Agència de gestió i ajuts universitaris i de recerca (AGAUR) tradicionalment la restringeix als habitants de la vegueria de l’Alt Pirineu i
l’Aran. Però tal com ha indicat el president, Joaquim Colomer, al curs acadèmic actual s’hi ha fet l’afegitó del Solsonès (Catalunya Central).

En una moció aprovada per unanimitat a la sessió ordinària d’ahir dimarts, el ple ha aprovat sol·licitar al Departament de Recerca i Universitats que els estudiants del Ripollès també puguin optar a aquests ajuts. El text, aprovat també al consell d’alcaldes del 10 de gener a proposta de l’alcalde de Ripoll, Jordi Munell, qualifica de “desafortunada” l’absència del Ripollès entre les comarques que se’n beneficien, atès que també es troba allunyada dels centres universitaris. De fet, tal com apunta la moció, la distància obliga moltes famílies a costejar allotjaments durant la setmana lectiva per als joves universitaris. És per això que s’instarà el departament a modificar-ne les bases.

 

D’altra banda, aquest ple també ha servit per aprovar l’adhesió del Ripollès al projecte de candidatura Comunitat europea de l’esport 2023. Es tracta d’una iniciativa impulsada per la Fundació catalana per a l’esport en el marc de l’Associació ciutats europees de l’esport. S’hi han adherit tots els consells comarcals pirinencs i el Consell general d’Aran i busca rellançar en clau social, econòmica, esportiva i cultural les activitats que es duguin a terme en aquesta regió, pensant tant en els habitants com el turisme que la visiti.

 

Relleu al grup d’ERC-AM
En aquest ple ha presentat la renúncia al càrrec la consellera comarcal Marina Puigcorbé, del grup d’Esquerra Republicana de Catalunya – Acord municipal (ERC-AM). El president, Joaquim Colomer, ha donat les gràcies a Puigcorbé per la dedicació al consell i l’ha definit com una persona de “tarannà obert i participatiu”. També li ha desitjat sort i encerts en el futur. De la seva banda, i des del grup republicà, Sergi Albrich ha excusat la presència de Puigcorbé per problemes tècnics i ha reiterat els agraïments per la seva tasca. Així mateix, ha anunciat que la seva vacant la cobrirà Josep Tremps, que alhora és alcalde d’Ogassa.

 

El ple també ha aprovat acceptar, per part de l’Ajuntament de Gombrèn, la delegació de les competències de gestió, liquidació i recaptació de l’Impost sobre l’increment del valor dels terrenys de naturalesa urbana. D’aquesta manera, aquest servei l’assumirà el Consorci servei de recaptació Cerdanya Ripollès. El president ha agraït la decisió de l’ajuntament gombrenès, que permetrà dotar de més cos aquest organisme comarcal.

 

També s’ha aprovat per unanimitat dels presents prorrogar el conveni que delega al consell comarcal les competències del sistema de sanejament en alta de Campdevànol, Camprodon, Nevà (Planoles), Núria (Queralbs), Planoles, Ribes de Freser, Ripoll, Sant Joan de les Abadesses, Sant Pau de Segúries i Setcases.

 

En aquesta línia, tots els consellers comarcals presents han votat a favor d’acceptar l’encàrrec del Departament de Vicepresidència, Polítiques digitals i Territori i aprovar el conveni per gestionar la mobilitat en transport públic en determinats àmbits amb baixa demanda o per atendre necessitats específiques del Ripollès. El president, Joaquim Colomer, ha detallat que es tracta d’un encàrrec que es renova anualment.
