Unió de Pagesos anuncia que la proposta de PAC perjudica al sector de la fruita seca

Unió de Pagesos adverteix que la darrera proposta del Pla estratègic estatal per a la Política Agrària Comuna (PAC) 2023-2027 del Ministeri d’Agricultura “perjudicarà greument” el sector de la fruita seca. Segons el sindicat, “no li permetrà competir en igualtat de condicions” per les exigències dels ecoesquemes i les condicions d’elegibilitat dels ajuts dissociats. UP considera que “no es té en compte el sector” ni en la proposta d’ajut associat als productors de secà en àrees amb risc de desertificació ni en la d’ecoesquemes adreçats als conreus llenyosos. Per això, demana modificar aquestes propostes d’ajuts plantejades en el Pla estatal de la PAC, per tal que “el desnivell del terreny no sigui el factor determinant per rebre els ajuts”.

Unió de Pagesos assenyala que les condicions dels ecoesquemes als quals es podria acollir el sector de la fruita seca (superficíes no productives i elements del paisatge, manteniment de cobertes vegetals sembrades i manteniment de cobertes inertes) “estan vinculades a un import diferenciat segons el desnivell del terreny i al risc més gran d’erosió”.

 

L’organització agrària recorda que a Catalunya una gran part d’aquestes superfícies de conreu tradicional no estan en zones de pendents elevades i, per tant, “les primes seran inferiors que en altres zones amb els mateixos compromisos de manteniment de cobertes vegetals sembrades o inerts”. “A la pràctica, comportarà que aquest ajut directe lligat a compromisos mediambientals, els fons dels quals ara formen part de l’ajut de pagament bàsic, deixaran d’arribar al sector de la fruita seca de Catalunya (ametller, avellaner i garrofer)”, segons el sindicat.

 

Pel que fa a l’ajut associat al sector de la fruita seca, el Ministeri d’Agricultura proposa substituir-lo per un ajut associat als productors de fruita seca de secà amb risc de desertificació, però només per a parcel·les de més del 10% de pendent o en comarques amb menys de 300 mm de pluviometria mitjana. Unió de Pagesos posa de relleu que, amb aquestes restriccions, “s’exclou de l’ajut tot l’avellaner de regadiu que fins ara el percebia i la majoria d’ametller i de garrofer de secà”. El sindicat estima que poc més de 13.500 hectàrees de fruita seca podrien beneficiar-se del nou ajut, respecte a les aproximadament 27.500 hectàrees que el van rebre al 2020.

 

El sindicat exigeix al Ministeri que rectifiquin els textos presentats, de manera que tant els ecoesquemes com l’ajut associat per a la fruita seca recullin les plantacions d’ametller, avellaner i garrofer tradicionals, de baix rendiment, que són majoritaris a Catalunya i “contribueixen a l’equilibri territorial i a l’economia de les zones rurals, i produeixen fruita seca de qualitat”.

 

A la vegada, Unió de Pagesos demana al Departament d’Acció Climàtica, Alimentació i Agenda Rural que intercedeixi davant del Ministeri per tal que aquest replantegi la proposta. També reclama les dues administracions que treballin per recuperar l’ajut d’Estat per a superfícies de fruita seca que preveu l’Organització Comuna de Mercats (OCM) de productes agraris, de fins a 120,75 euros per hectàrea, per a les superfícies tradicionals de fruita seca i amb perill d’abandonament.
